PSAB Past President Receives Local Government Excellence Award

Pennsylvania State Association of Boroughs (PSAB) Immediate Past President Carl Cox, a councilman in Knoxville Borough, Tioga County, received the Governor’s Award for Local Government Excellence for his service to his community. This prestigious award recognizeslocal government leaders for exceptional dedication to improving public services through innovative initiatives.
 
In addition to his work on borough council, Cox, a retired public works director for Knoxville, serves as its emergency management coordinator. He is a lifetime member of the Knoxville-Deerfield Fire Company, with 35 years of service and is chairperson of both the Tioga County Watershed Protection Coalition and the Northern Tier Recreation Authority.
 
“Carl Cox has gained the respect of his borough government colleagues from around the Commonwealth through his leadership and legislative advocacy efforts at PSAB,” said PSAB Executive Director Chris Cap. “Carl exhibits passion through his public service initiatives and has been an exceptional borough official in Tioga County for many years. The Governor’s Award for Local Government Excellence is a high and distinctive honor that further affirms Carl’s many years of dedicated service.”
 
Cox served as president of PSAB from 2018-19; has been a member of the PSAB Board of Directors since 2010; and has served on the Resolutions and Policy, Conference, and Nominating committees. He also served for several years on the executive board of the PA Borough Councils Association before being elected its president in 2014-15. He is also active in the Tioga County Boroughs Association and has been instrumental in putting forth resolutions for consideration at PSAB conferences.
 
The honors don’t end with the governor. PSAB recognized Cox’s dedication to advancing the Association’s legislative agenda with the Anthony J. Defilippi Award, named in honor of PSAB past President Anthony Defilippi of Leechburg Borough, Armstrong County. Cox was also the recipient of the Cecil K. Leberknight Service Award and earned his Certified Borough Official designation, a professional development leadership program offered through PSAB.
